ASEED’s Initiative in Farmer Producer Company Promotion Under the 10,000 FPO Scheme, Uttar Pradesh (2022–Ongoing)

The agriculture sector in Uttar Pradesh, like much of India, is dominated by small and marginal farmers who often face challenges such as fragmented land holdings, limited market access, lack of bargaining power, and insufficient access to credit and technology. Recognizing these challenges, the Government of India launched the ambitious “Formation and Promotion of 10,000 FPOs Scheme” to empower farmers through collective action and professional management.

ASEED as CBBO: Catalyzing Farmer Collectives

ASEED (Asian Society For Entrepreneurship Education & Development) has been appointed as a Cluster-Based Business Organization (CBBO) under the Uttar Pradesh Diversified Agriculture Support Project (UPDASP), SIMA - State Institute for Management of Agriculture (SIMA), Govt. of Uttar Pradesh, UPSS – Uttar Pradesh Upbhokta Sahkari Sangh Ltd., Govt. of Uttar Pradesh. ASEED’s mandate is to facilitate the formation, nurturing, and sustainable growth of Farmer Producer Organizations (FPOs) across Uttar Pradesh.

Project Highlights

  • Project Duration: 5 Years (2022–Ongoing)
  • Funding: ₹25 lakhs per FPO (supported by Project Co-Ordination Units: SIMA, UPSS, and UPDASP)
  • Scope: Formation and promotion of FPOs across multiple districts in Uttar Pradesh

Key Activities and Approach

Mobilization and Awareness

  • Conducting village-level meetings and campaigns to educate farmers about the benefits of collective action through FPOs.
  • Special focus on including women, youth, and marginalized communities.

Farmer Organization and Registration

  • Identifying potential clusters and farmer groups with common interests.
  • Facilitating legal registration of FPOs under the Companies Act.

Capacity Building and Training

  • Organizing regular training sessions on governance, business planning, financial management, and market linkages.
  • Exposure visits and workshops to develop entrepreneurial skills among farmer members.

Business Planning and Market Linkages

  • Assisting FPOs in preparing business plans tailored to local strengths (e.g., horticulture, dairy, pulses and vegetables).
  • Establishing direct market linkages with buyers, processors, and retailers to ensure better price realization.

Access to Finance and Infrastructure

  • Facilitating access to government grants, credit, and subsidies.
  • Supporting FPOs in developing shared infrastructure such as storage, grading, packaging, and transportation facilities.

Handholding and Monitoring

  • Providing continuous handholding support in compliance, governance, and operations for at least five years.
  • Monitoring FPO performance and ensuring timely interventions for sustainability.

Impact and Achievements

  • Empowerment of Smallholders: Thousands of farmers are now organized into FPOs, giving them collective bargaining power and a stronger voice in the market.
  • Increased Incomes: By aggregating produce and inputs, FPOs help farmers achieve better prices for their crops and lower costs for seeds, fertilizers, and other inputs.
  • Entrepreneurial Ecosystem: FPOs are evolving as rural enterprises, engaging in value addition, processing, and branding, thus creating local employment and business opportunities.
  • Inclusive Growth: Special efforts are made to ensure the participation of women and marginalized farmers, promoting social equity and community development.
